LET YOUR GUARD DOWN: Adjacent opposing characters can't use defense powers.
Does this power get past stop clicks? Just was wondering if that was intended for defense powers showing at the time of an attack or until the damage dealt is finished. I know most of the stop clicks say they "can't be ignored", but this is worded "can't use."

It would be any defensive powers, as long as Agent 13 is adjacent to them. If a stop click comes up while turning the dial and she is still adjacent, you ignore it.

Your sentiment is correct, but to appease the absolute rules lawyers, it should be rephrased as, "If a stop click comes up while turning the dial and she is still adjacent, that stop click CAN NOT BE USED."

I wonder if she is going to be ruled like Malekith. It only applies to defense powers on the defense slot of the dial. Characters can still use defense powers from traits, relics, and so on.

I also say yes. She will not stop a character with Invulnerability or the like from a trait.
On the plus side, she shuts down defense powers that grant other powers normally found in other slots.

No. It's pretty clear. If it's a defensive power (appearing on the defense slot), it can not be used if she is adjacent.
Powers from traits/ resources, etc (as stated) would still work as they aren't appearing in the defense slot.
So has that been orange ruled? Agent 13 beats absorbing man le's crazy defense?
