Captain America: the Winter Soldier 017 "Working Together"

I'm assuming that the wording for the Captain America and Black Widow special damage power, "Working Together", negates the damage depletion modifier, but I'm just guessing. How is it supposed to work?

An errata is already planned to fix this, but yeah that is the intent.
