So my question is during each game that you play using the Phoenix Resource during a tournament can you change the fragments on each assigned piece per game?

Yes. You can have a different fragment on a character in different rounds of a tournament.

However the characters assigned to the resource cannot change. Nor can the number of them. (You can't have 3 characters assigned one game, then 4 the next, or choose not to give an assigned character a fragment)

Yes, you assign the characters to the Phoenix Force then assign the shards when you're placing your characters.

Well, I don't have a link per se, I just read the card.

If it was meant to have one shard only be assigned to one figure no matter what, it would have you assign the fragments during team building. There really is no ruling necessary.
