How do people feel aboput B/C/F and 3 damage? I always roll with 3 or less damage because the EV of a single die roll is 3.5

I roll with 3. You have a 2/3 chance to roll equal or higher.

90% of rules questions are answered by RTFC. Most of the rest are answered by a proper grasp of English and common goddamn sense.
