Ok so there was a question raised at an event i was judging. There was a setup on the shadowland map (which states "a character cannot target a character, object, or square more than six squares away") where a character was daisy chaining darkseid, (who was more than six squares away) tellus, and science police officer to target a character that was within 6 squares of the science police officer. the argument was that regardless of tellus' ability darkseid was still more than six squares away from his target character. which effect would take precedence, the map ruling or tellus? could darkseid still target the character through tellus' ability even though hes still more than six squares away from the target? there was no definite ruling on this so what is the final verdict?
I vote that Tellus's power work for shadowland. Shadowland prohibits targeting from 6 squares away and there is nothing stating that tellus's power is targetting. Also, if you look at telepathic link:
LINK TELEPATHICALLY: Friendly characters within 4 squares can draw lines of fire and count range and squares from the square of any one friendly character within 4 squares of Tellus.
It says you can count squares from the friendly character. This acts as if the attacker was in that square for drawing line of fire. Same reason it works for SPO and PD ability.
I was at the event tonight and am interested in the final ruling. I can see both sides of the argument.
On the one hand do you count squares and range from the Tellus power? yes.
On the other hand is the character targeting a character that is more than 6 squares from it's current location? Yes then based on the map rules it can't. Which power trumps?

Shadowland Map:
Quote
A character cannot target a character, object, or square more than 6 squares away.
Is Darkseid the character targeting and making the attack? If yes, then he cannot target characters further than 6 squares away on the Shadowland map, regardless of who he is drawing line of fire from.

I'd rule Shadowland rules taking precedence as well. This does not make Tellus useless on Shadowland either; you can still be up on the elevated rim or behind a blocking pillar and pull his shenanigans on a character you couldn't target normally because of Line of Fire, it just all has to happen within 6 squares is all.

Even though you're counting squares? I only ask because I believe this is different than the the Dr. Strange link posted previously as Dr. Strange doesn't count squares. Obviously Tellus is going to be errata'd in the next month or so but while we are still playing in big tournaments this is important.

Darkseid is the character targeting, not Tellus, not random other friendly character. You're giving Darkseid the action and you're using Darkseids combat values. If Darkseid is 8 squares away from "Superdude", his target, the map prevents him from targeting. It's really fairly cut and dry.
Dr. Strange is still targeting characters. The targeting part is the relevant part of the ruling.

Tellus would definitely let you shoot from further back.... Ok, so Ultra guy wants to shoot at somebody who is 8 squares away and tellus is 4 squares in front of him and another friendly 4 squares in front of that, being 2 squares from the intended target. So, Shadowland says we cant target someone more than 6 squares away, so how do we figure out how far away someone is from Ultra guy...you guessed it, we count squares... tellus let's us count squares from any friendly within 4 of Tellus when we are within 4 of tellus, I really cant see how there would be any confusion as to this working....
Fantomex/EVA, Dr. Strange, GSX Prof X, these are all vastly different from Tellus, while they let you count range and draw LoF. they do not let you count squares.... The fact that Tellus works with myriad powers that have the condition of being "within x squares", seems to be an air tight explanation for why this would work.
You can count the squares between characters as much as you want, but if the target is further away than the person attacking, Shadowland won't let you target that person.
Harpua already confirmed I had it right in the fifth post.

The figure targeting cannot target someone physically more than 6 squares away. Works against Fantomex / EVA also.
I saw he confirmed your thought, I respectfully disagree with you both. I cannot see how you determine distance from another character in any manner other than counting squares, and since I can begin counting squares at a different location, would not my distance from that character be different as well? How is this fundamentally different than AVX Prof X, extending the reach of his special power through Tellus to make you take power actions as double power action?

Certain powers, like Science Police Officer's craziness that do not target would still work. But if you are targeting a figure, Tellus doesn't help on Shadowlands.
