If a Feat has a prerequsite, can I place it on a character that has the power but is not currently possessing it (say, it's further down the dial)? Do I only get access to the feat while the character has the power?

Yes. You can place a feat on a character even if it does not fulfill the prerequisite anywhere on the dial. And yes the character can only use the feat when it meets the prereq.
