I am not sure. The 'Map Rules' link has no info, so I say we ignore them.
The special terrain for this map is "Open Air". Any figure without or that's occupying an "open air" square at the end of an action gets an action token (if possible) and must be placed in the nearest non-open air square on the map.
Also noteworthy is the elevation levels of this map (as it seems to confuse a great many people).
Level 1 (ground level) is the bottom end with the heli-pad. The middle area is level 2 and the top end with the STARK sign is level 3. Note, however, that the open air special terrain is NOT elevated, meaning that the big "hole" in the middle of the map between level 2 and 3 is level 1 terrain.
