Am I right to assume, that if a lower point opposing character tries to use Pulsewave on one of my Corps Members and the Power Battery is not in the area of it they will get the -2 on there hit chance? If it does work, will it work even if the Power Battery is in the Pulsewave?
Batteries have an non-ignorable attack criteria. The pulse wave WILL be -2. You can essentially potentially have a +5 to your defense (+3 defense, -2 attack (-3 if you use your perplex to perplex down someone's attack)). This is super tent pole happy

That is not correct. Using the key phrase of the Emotional Spectrum ability here, "...modify their attack value by -2 when Targeting a friendly Corps Member...", Pulse Wave will still bypass this as pulse wave uses an Area of Effect which states in the rule book that Areas of Effect Do Not Target. Since a character is not being targeted, the conditions for the Emotional Spectrum are not met, therefore it does not modify during pulse wave.

While it's true that Pulse Wave will not ignore the emotional spectrum, this is ultimately irrelevant I believe, as pulse wave does not target... so it doesn't trigger the -2 penalty afterall, due to how the E.S. of the Sinestro Corps Power Battery is worded.
