Do OP ships come with a generic pilot?

I never paid attention, but now I am trading for an opened one and wasn't sure. I don't think they do but confirmation would be great.

Yes they do. All of the Dominion Wars did, the Tholian Web did, I think Teri even used one of the genaric captains in one of her Tournament Booster builds.
