LIMITED INTELLIGENCE: When Alpha Primitive is targeted by Outwit, counter all of its powers. When Alpha Primitive is targeted by Mind Control, modify its defense value by -2. Friendly characters not named Alpha Primitive can use Mind Control, but only to target Alpha Primitive. When they do, Alpha Primitive is dealt 1 unavoidable damage after actions resolve unless the attacking character is named Maximus.
Here it is established that friendly characters not named Alpha Primitive can use Mind Control to target Alpha Primitive. AP would also get a -2 to their defense for this Mind Control. After this Mind Control occurs, if it is not Maximus doing the MC, AP takes 1 unavoidable damage. Ok.
Now, lets combine Alpha Primitive with gotg038 Maximus.
If Maximus is the one Mind Controlling Alpha Primitive, the above effects occur, and AP does not take 1 unavoidable damage. Ok.
Maximus also has a special power on his movement. It reads:
Mental Override: Maximus can use Mind Control. When he does, modify his attack value by 4 minus the number of squares to the target. If he hits, modify his target's attack value by the same amount.
Question:
1. Can Alpha Primitive's 'Limited Intelligence' trait be combined with Maximus' 'Mental Override' special movement power?
If Maximus was to Mind Control Alpha Primitive through AP's trait, would Maximus' 'Mental Override' also take effect? Meaning Alpha Primitive's attack power would be modified as well as not taking 1 unavoidable damage? Or, would the Mind Control and effects have to either come from Alpha Primitive's trait or Maximus' special movement power?
2. Lets say I want to use gotg045 I.S.A.A.C. to Mind Control Alpha Primitive through AP's 'Limited Intelligence' trait. I.S.A.A.C. has a 10 range with 3 targets (bolts). Could a character like I.S.A.A.C. triple Mind Control three Alpha Primitive's at once? Or does "...but only to target Alpha Primitive," mean singular?
These are good questions and I would like to know the answers as well. I think that when Maximus has his own mind control it will combine with the -2 to defense because it just says "when Alpha Primitive is targeted by mind control". And I don't see why a 3 target mind control couldn't be used... but I could be wrong.
If Maximus's Mental Override power is currently active he can not target and mind control Alpha Primitives through their trait. Having access to a standard power from your dial prevents you from using other instances of that standard power through other characters or game effects.
From the Players Guide:
Quote
Game effects which grant the use or possession of another game
effect have no effect if the recipient can already use the new effect.
Also since his Mental Override power does not allow targeting friendly characters he cannot use that to target Alpha Primitives.
On a personal note I do hate that PG entry as it can often cause silly situations like this and the inability for Batman to use Smoke Pellets from the Utility Belt if he already can use Smoke Cloud.
I think we should e-mail or post in the forums to get an official clarification.
There's really no need. This is an established rule and similar effects have been ruled on in many, many other cases.
Now, if you want to get this particular power changed (say, to add the phrase "even if they can already use Mind Control"), then you're on to something.

I hate to dig this one back up, but did we ever get clarification as to how Maximus is able to benefit from both his and the Alpha Primitives power's that each grant use of Mind Control?

They said it was the intent of the power.
Rules as written say no, Game design's intent overrides this and the ruling made is:
Maximus can use his mind control to target the Alpha Primitive.
I might be missing something in this, but why is this an issue? Maximum can already use MC so he can't benefit from the AP's power... but it's the same power. The "When Alpha Primitive is targeted by Mind Control, modify its defense value by -2" is still in effect regardless of where the MC comes from.
So Maximum can MC the AP with the -2DV and +X AV (from Maximus' power)... what am I missing to make this a concern?
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

AP allows friendly MCing. Maximus does not have friendly MC....
