So I want to make sure I am reading thsi correctly:
Captain Marvel 007b has the attack ability:

Captain Marvel can use Energy Explosion, Incapacitate, and Penetrating/Psychic Blast. When Captain Marvel hits with a ranged combat attack, hit targets can't make attacks during their next turn.
The wording I found for energy explosion was as follows:

When this character is given a ranged combat action and deals damage, an area of effect may include all untargeted characters that are adjacent to one or more hit targets. Hit targets are dealt damage normally, other hit characters are dealt 1 damage for each printed on this character’s base.
Since the wording for energy explosion says that "other hit characters are dealt 1 damage" am I correct in saying that not only can the original target not make an attack next turn but those hit by energy explosion also can not make an attack during their next turn?
Also am I correct in assuming that you could choose to instead use Incapacitate during the Energy Explosion to give the main tagret and all adjacent tragets a action token?
First, it is "hit targets" who cannot make an attack next turn. So characters taking splash damage from EE could still attack next turn because they were not targets.
Second, Incap does not work with Pen/Psy and EE. You can either use Pen/Psy + EE or Incap.

This is spot on 100% correct.
