Where would a character with Empower have to be placed for Swamp Thing to gain its bonus to his damage?
Would the character have to be adjacent to the square Swamp Thing placed while moving and is making the close combat attack from?
or
Would that character with Empower have to be adjacent to Swamp Thing when he is finished moving?

The character with Empower has to be adjacent to the square Seamp Thing ends his movement in.

Adjacent to Swamp Thing, just like someone with enhancement would have to be adjacent to GSX036 Professor X to give him the bonus, even if he was making the attack through another X-Man.
It is the character making the attack that matters here, not who or what they are attacking through.
LoF is required to Swamp Thing if you want to PC the roll, too.

I'd like a clarification on this wording. Swamp Thing MAY place a hindering terrain marker in clear terrain. Now:
1. Does this mean he either does or does not place markers?
or
2. He may or may not place markers, and he can choose in what squares of clear terrain he places them in?
Example, he moves around and can choose to put hindering terrain under my characters (#2)? Or, he has to put them in all clear terrain he moves through if he chooses to use this power (#1), etc?
He can drop them in any squares he moves through. Or all. Or none. He can "pick and choose" the squares, if that's what you're asking, which I think it is..
Remember tho, you have to attack through a square you JUST PLACED. Generally speaking I've had the best luck placing fewer squares at a time because of this
