I like the trait. I can see it peeving people off.
The problem with cats is that they get the same exact look whether they see a moth or an ax-murderer. - Paula Poundstone | People who hate cats, will come back as mice in their next life. - Faith Resnick
A strategy with Talon should involve him being the tentpole, although he's a bit fragile for 120 points.
His greatest use will be with the Shi'ar Imperial Guard team base with 3 characters attached (180) in a 300 point game. Mind Control the team for a free action; when the team is near-KO, place them on his card.

Expect errata that will require the character to NOT be a team-base or duo figure. It's just too absurd to even consider... the fact that they didn't give that wording in the first place is absurd.
"A" is "A". And no matter what universe he's from, Luthor... is Luthor.

Is there an official ruling saying something cannot be healed passed it's starting click?
Is there an official ruling saying something cannot be healed passed it's starting click?
Yes, there is one. It says that you can't heal a piece past his starting line or what you are using as a starting line unless a specific game ability or power gives you the opportunity to do it (see the Traits of Vampires and similar for full understanding of the last sentence).
It's too bad that friendly characters are given an action token after being mind controlled. i don't know how often I'll use two actions to give a character precision strike. I suppose it'll have it's uses, but it'll be rare for me.
Talon can sneakily use his friendly Mind Control without the token penalty if you use it on a friendly who already has 2 tokens (since the Rule of Action Tokens states that "if part of a game effect would" give them a third token, those additional tokens beyond the second are ignored).
That Trait is a fantastic way to resurrect a wounded piece in a more battle-ready shape. A good plan is to have Talon tag along with a capable but short-lived piece, and when that piece is about to die you can "bail them out" with this tactic and reserve them for the endgame (hopefully a few clicks healthier).
On his own, Talon is a capable and consistent source of Psy Blast, backed up by a nice long run of Prob. The switch to BCF is kinda jarring though, and with ES/D you are not likely to want to be up close! That's a defensive BCF to discourage opposition, not an aggressive one. You should be looking for the exit (and another host) once you see it. Under some circumstances (e.g. your opponent has only one strong figure left) you may want to take on a host who is still going strong in order to save them (off the board) during an opponent's turn, then pushing Talon to KO to bring them back. This is a way to "blink" your piece and protect them one turn from retaliation.
