I'm curious what you think the implications of this are. Nothing is immediately coming to mind for me.

Characters that are removed from the battle map are not affected by any game effects and may not use their own game effects except as stipulated by the effect removing them from the map.
Agreed, the entity is for all intents & purposes a resource, not a character on your team. Sorry, I don't see how this is huge. Huge is flyers carrying flyers or carried figure taking an action.
It's kinda sad that they had to put it in writing. I mean that rule can basically be inferred. To me it seems like common sense, but there's always gonna be those people who try to break the game...

Except an entity NEVER stops being a character. It ACTS similar to a resource but is NOT, which is why this ruling needed to be said.
No, it really doesn't. Entities that are off the map are just that, off the map. They can't be legal targets unless a game effect specifically allows them to be so.
February 15th 2015 will mark my first year anniversary of Heroclix.
What he said. It's not new at all, and much like the Batmite clarification, it's completely superfluous with the existing rules and only made "necessary" due to a previous bad ruling.

It if it isn't an errata or change to the rules as written, then it will be listed as just another ruling. Otherwise it will be in bold and have the word ERRATA! with it.
There have already been several erratas or "extreme" clarifications posted via the official rules forum.
