Pulse Wave ignores effects as it draws lines of fire. Mentor's effects would be ignored at that time and the line of fire would not be blocked.

If the power said that the line of fire could not be drawn to him then he couldn't be targeted by Pulse Wave, because the LoF is never drawn in the first place.
