How are you trying to use the bystander? Why is the distinction important? Although bystanders are characters, they do not have the same rights and privileges as other characters.
Bystanders do not have click numbers, do not possess keywords, do not count toward or against themed teams, and are considered to be Tactics.

It's not a bad idea, but the sheep gun sheep don't exactly threaten an opponent. If you can stack up a bunch of potentially dangerous bystanders, it might be more useful.
However, Iron Monger 2.0 LOVES to use the sheep gun.

Yes, you can use the Sheep to trigger Punisher's effect.
If you run Gizmo with a herd of Sheep playing "tie-up"-- granting them all Poison-- then they become a larger threat, forcing your opponent to break away or attack. In this case, Punisher sees great gains.
Iron Monger 2.0 has more versatility with the Sheep, imho.
Combine the two, and you're golden.

Iron monger doesnt have sharpshooter, heroes for hire keyword, and is 35 points too much.
punisher can already deal penetrating damage
