Can you use PC on Tryant's Defense ability?
Technically yes, but you will have a very hard time doing so.
Remember you can only use standard Probability Control on rolls made by your figures on your turn. Normally Tyrant's power will only trigger on your opponent's turn so you will not be able to use standard Probability Control on it, just like Shape Change, Super Senses, Impervious, etc...

I'm guessing the question was asking if you could PC Tyrant's roll if you are the opponent, which you can't, right?
Any player can PC the roll, as long as it is a roll happening during the turn of the player controlling Tyrant.
Let's say Tyrant is adjacent to an opposing character, A. A is adjacent to B, C, and D, all of whom are opposing.
The player who has Tyrant also has I.S.A.A.C. Tyrant's player doesn't want to miss an opportunity to dish out lots of damage and I.S.A.A.C. has line of fire on A. So he targets A with a ranged combat action and chooses to activate Energy Explosion. He rolls an 11, which is enough to hit Tyrant, A, B, C, and D.
So A is dealt 3 damage, and all characters adjacent to A are also dealt 3 damage, including Tyrant. Tyrant would get to roll for his power. Since it is the active turn of the player controlling Tyrant, any player could use probability control on that roll.

But nowhere in that power does it say it is Probability Control. It has a game effect that acts very similar, but it not Probability Control.
