Preliminary Rules
Introduction
The Basic Fantasy League is a system designed to use the characters and combat dials of Heroclix for a casual, themed , sports-like campaign.
There are no Cores, no Statistics. There is an emphasis on Theme Teams. The season will be half as long as the other Fantasy Leagues. So, if you pick a team you end up not liking, you will be drafting again in 6 months.
Drafting Your Team
You will be given a 600 point bank from which to draft your team. Your first pick will be the Theme Name of your team and the Leader of your team.
When you draft a character, you draft a point value for them. You can use that Character, at that point value and any version of the character at a lower point value throughout the season.
Once a Theme has been chosen, no other player may choose that Theme. Different Universe versions of the characters are considered different Themes.
In addition to drafting the characters for your team, you may draft 1 Relic, Special Object, or Feat to be used by your team. Feats may not be assigned to more than 1 character. Feats, Special Objects, and Relics are considered to be characters for drafting purposes. Thus once chosen by a team may not be chosen by another team.
For example, with the first pick in the draft, JohnnieBGoode picks the Avengers 616 and Captain America @ 100pts, as their Leader. The Avengers would be able to use any version of Steve Rogers at 100 points or less to build from this season.
MustangSally also wanted the Avengers. So she would have to go with another team completely, or draft a different version of the Avengers, The Movie Avengers or Ultimate Avengers would be available to MustangSally.
The Leader
The Leader can use Leadership, but only succeeds on a 6. When successful, the Leader can remove a token from one adjacent friendly figure, regardless of point values.
Generics
The exception to characters being Unique is Minions. Minions may be drafted by multiple Themes, as long as they are Thematic to both teams.
Resources
Due to the intended more casual nature of this League, Resources are not allowed.
The Season
Games will be 200-500 points.
The Season is 5 months long, culminating in a Championship with the 2 teams with the best records, KO points will be used to settle and ties in records.
Games begin on the first of the month and last 25 days. There are no turn limits.
At the end of a season, all characters are returned the draft pool and all new teams are drafted.
Delay of Games
If a player fails to take any turns after a 48 hour period, his opponent may have a sub fill in for two turns to keep things moving.
Probability Control
To keep games moving forward, Themed Probability Control will only be used on your turns. Normal PC, from a Power, can still be used on an opponent's turn. It is highly encouraged to leave instructions for when to use PC and when not to.
Post-Game Etiquette
At the end of the games, the winning team posts the results in that game and sends a PM with the results to the Commissioner.
My initial idea was to have a scenario or theme run throughout the season.
Something like "Magnificent Seven" You must draft exactly 7 figures. You must play all 7 figures drafted, in each game. You may play different versions of each figure from game to game.
But I think this is way too limiting, if we get more than about 6 players. I'm dropping the idea and keeping it simple.

I might recommend the draft points total be higher than the highest point planned game, to allow some flexibility. If I have 500 points to draft and am playing a 500 point game, my opponent knows pretty much what I am going to run unless I play under-cost.
Some of the marquee characters might mitigate that with several versions around the same cost, but a Great Ten team doesn't have a lot of room for variety in a 500 point game with 500 points of drafting.
1) Can use leadership, only succeeds on a 6, but removes a token from any adjacent ally whether or not they are lower pointage. (Just incase the leader ends up being a lower point value than most of the rest of your team.
Or
2) Leader can use perplex to modify any stat except damage, on another friendly character.
Motivation, or Strategic placing, for the first two.
Or
3) The leader can take an action token to reroll any allies roll, on either turn. (May change this to just be on your turn, to not include shape change/impervious/ supersenses.
First was motivation, second was strategy, third is more of a lead by example, or helping out.
600 points for drafting works better if there's no upgrading. A lower draft total works for the HCFL and FLE because you're expected to draft cheaper versions and upgrade. But if there's no upgrade, you'll either have a roster of a handful of characters or a larger roster with the low cost versions of your characters (and effectively fewer choices about which dials you can play).

I'm not sure if I'm in just yet ... let me think about it for a couple of days.
I want a rule that says we can draw and quarter anyone who breaks the social contract. The moment someone claims some kind of nightmare cheese team is "oh its just thematic" and curb stomps everyone we can tie him/her to horses and drag them through the street...in pieces.
In all seriousness - you may want to create a list of teams that people can select as a starting point. Not to restrict people, but for those who don't have comic knowledge to point at and go "oh that". If someone has some other team they can still bring it up to you or the group to add to the list.
Something else to consider which I think TAK originally suggested way back when - draft just thematic teams, not figures. So people can just select their 600 points and send in the list. Then everyone can play their favourite characters, eliminates the sometimes tedious aspects of the figure draft, but by drafting the thematic teams you still have that excitement of the draft albeit briefly.
