I want to play something like him, N52 Constantine, BM001 Batman + Full Belt and the WoL 75th Star Sapphire for a fun shut down team, but I'd probably get wrecked by teams that figured out a way around it.
great character. 5 stars as support. would an opposing character who ignores characters for movement ignore his "slowness" trait?
You should get an official ruling; I'd say no because even though the character is ignoring him for movement purposes, it wouldn't deactivate the trait which just detects movement and doesn't hinder it.

FYI - if one of his HSS teammates with flying picks him up and carries him, during that, he's "off the map" and his ability wouldn't "touch" his friend. So you can have him on a speedster team - at least, while he's being carried, doesn't hurt the others.
Still not quite clear on how this his ability works. The way I'm reading it he affects all characters both friendly and opposing. Sounds a bit like leech to me.
Not sure how I could implement this into my gameplan.

By carrying him with a FF lockjaw that can carry two characters. off the board his trait isnt active.
So you play Sayd (WoL035b) possessed by Adara (WoL067p) to carry Turle possessed by Ophidian (WoL063p) around. Your other Team Mate is Proffessor X (AvX008) possessed Parallax (WoL065p). You opponent can hardly move as you lock them down with double power actions to move no more than 5 spaces, while they are being incapped and hurt by Sayd. Meanwhile the Professor keeps them attacking one another.
Oh and your themed entity for a mere 450 points.
@Monkey Joe: Turtle's trait is active, due to being placed before actions resolve. The only way to prevent the trait effect on movement, is to have him pilot a vehicle, become a Captive or placed in an Elaborate Deathtrap, or be removed from the map with some other method. Or, simply carry him. :(
