RIGHT HAND: LIVING DEATH: Thane can use Incapacitate and when doing so gives a hit target two action tokens if it has no action tokens. A hit target can't be given free actions during its next turn.

Couldn't find the answer anywhere, but does the second sentence only apply when Incap is used, or any time he hits a target?

History suggests the second sentence has nothing to do with incap. Although I don't believe that's what they intended with this power.

That's a tricky one. I would really like to get an answer on this as well, seeing as I use Thane regularly and didn't think of this.
