This power reads:

BLEEDING EDGE ARMOR DEFENSE SYSTEMS: When targeted by a ranged combat attack, Iron Man Mk 42 can use Super Senses. When Iron Man Mk 42 is successfully hit by an attack, reduce damage dealt by 3.

My question is: Does a penetrating attack counter the damage reduction provided by this power? I believe it does, but I just wanted to get some clarification.

Penetrating damage never counters anything, nor does it ignore anything. I know it sounds nit-picky, but those are specific terms with specific effects within the game.

What penetrating means is that the damage cannot be reduced. BEADS will therefore be unable to reduce penetrating damage.

What if you ignore the super senses with precision strike? Would the damage reduction still come into play?

Yes. Nothing in the power description requires Super Senses to be used to reduce the damage dealt. Notice Super Senses only triggers when he is attacked with a ranged combat attack. The damage reduction only requires a successful hit (close combat hits would count, too).
