PURGING MY SINS: The Question can use Outwit. When he does, remove an action token from him if he has 2 action tokens.
As the title suggests I am curious if The Question from The Flash set takes pushing damage before he removes the second action token is removed. I guess this is more of a timing question on when pushing damage is given to him. Any clarification would be much appreciated.

You take pushing damage as soon as you receive the second token. So barring something like indom () or will power, he would push.
This is how it would work: Question has one token and then takes an action that results in another being assigned to him. At this point you check to see if he takes pushing damage (i.e. in his specific case he has Indomitable so, unless it has been outwitted or its use not allowed through the use of another power or ability). Then he uses Outwit. And, because he does, he now pulls one action token off
It is the Outwit when he has the two tokens that allow him to remove an action token. Don't forget to finish an action (the tokenable one, in this case) before you move onto another one (in this case, Outwit)

Unless I'm missing something, Outwit is a free action. You would have to give him a non-free action in order to get the second token on in the first place...
You can't take an action in the middle of another action.
