My first question is, can something that makes it so that opponents can't use team abilities get rid of quintessence? Normally it could yeah, but I don't know how the "can't be ignored" part of Ion would interact.
If yes, could you then outwit Rayner's impervious? Again, I'm just not sure how the "can't be ignored" part would interact, since outwit counters, and doesn't ignore.

And they don't roll a 6 then they can't use the team ability (different from ignored or countered.
2. Now that they can't use it you may also outwit (counter) impervious. Of course now you have to deal with the stupid 19 defense.
Personally I say you slap Agent 13 next to im, then have Red She-Hulk or someone smash him good with an Ultra Heavy object.
(Special) Espionage: Sent to Spy: If Agent 13 is part of a themed team, during your first turn, choose a keyword. Each opposing character with that keyword can't be given more than one free action per turn.
(Attack) Let Your Guard Down: Adjacent opposing characters can't use defense powers.

Can't use is different than ignored. If someone was using an effect that said Kyle couldn't use team abilities then that would mean he couldn't use his Quintessence so yes they could outwit any of his powers.

Or you could just shoot him with Jenny Sparks, and you won't even have to worry about the stop click...
See I didn't mention her because I was trying not to give away my ROC team composition (not that it really matters, I posted the build in a different thread anyways xD)
Can a power that says "When this power is revealed due to taking damage from an opponent's attack, stop turning the dial. This power can't be ignored.", be countered with outwit?
What if you outwit the "can not be ignored" power, then a special power or team ability(example Suicide Squad team Ability) or trait is used to heal the character. Would the power still be countered or will it not?
@fmuniz001, Pretty sure that it CAN be outwitted. Other powers would say something like "...this power can't be countered...".
For the second question, I think that the power wouldn't be countered, because you can't outwit something that's not showing on the dial...
If anybody wants to prove me wrong, by all means, do it. The above are my opinions only.
If it was already countered, healing the character to a different click wouldn't un-counter it. If it pops up again on the same turn, it will still be countered.

The only think keeping the stop click from being outwitted is Quintessence, otherwise it can be.
If he get's healed, its no longer on the dial so it's not still outwitted, no. The only way it would still be outwitted is if he was healed to a click that had that power. Which in his case he only has one click with that power, so no.

That is not how Suicide Squad works. If he is KOed, then he is KOed.

Captain Boomerang (has Suicide Squad TA) is next to Chillblaine (no TA). Captain Boomerang only gets healed if Chillblaine is KOed. Nothing happens when Captain Boomerang is KOed.
For your question....
It does not matter what happens on the OWed guy's dial. If you counter a power on him, it remains countered until the Outwitter's next turn or until the Outwitter loses his Outwit. If the countered power on the OWed guy's goes away and comes back for any reason, then it is still countered when it comes back.
