If I have a team with themed probability control, when I go to use the probability do I have to assign the token to a character who is within range and line of sight to the attacker?

You assign the token to the character who is using the TTPC.
That character will be following all of the rules for using PC, so the target of the PC would need to be within range and line of fire of the PCer.

Did Wizkids ever come up with a ruling for the use of TTPC with CSA TA characters?
They haven't, but the basic answer right now is no. CSA can use Prob. A character that can use Prob can't use TTPC. Since they're dragging their heels, I'm expecting some kind of change or special ruling.

With Ultraman's star power they have to make some kind of rule change or special ruling, but I don't see how they can do any of that without making themselves look worse.

Why would changing how the CSA ta is worded make them look worse? Wouldn't it be better if it was changed so it could work with TTPC?

Because although changing it so that it would all work out would make everyone happy, they'd be completely admitting that they create these pieces and powers without having any idea how the game actually works. This wasn't one of those small oversights. This was something someone should have noticed immediately.

That's true, but I'd be fine with just making everyone happy.

How on Earth does one explain drawing that kind of conclusion from the information we've been presented?
I'm not sure why this would be ever be an issue (other than Ultraman's idiotic trait, which should be fixed with rewriting the trait, not the TA).
Any character that can use CSA can use something that is superior to TTPC, without using up a TTPC.
Why would you ever even want to use TTPC with a CSAer?
It's like complaining that characters with regular light-blue PC can't use TTPC.
Yoda of Borg, we are: Futile, resistance is. Assimilate you, we will.

I don't care as much about the TTPC. It's about a character with a completely wasted star power (that has contributed to his point cost). I know the CSA team ability is better than TTPC and would much rather have Ultraman have a completely different star power.
possible solution - if you have a CSA theme team with Ultraman, they need to change his trait to allow your team to have pogs and allow them to use TTPC.
Because they assigned a character a trait that blatantly violates a rule that is clear and understood throughout the game.
Or you could consider there are a number of figures who have the ability to cancel team abilities. So while I agree that a change is needed just in general when it comes to CSA versus TTPC, to say that his trait "blatantly violates a rule" is "blatantly wrong."
