So i have been told by a few people which I believe that you cannot make a generic theme team anymore, however after scouring the 2013 and 2014 rule books I cannot find anything that says that.

That's because whoever told you that is mistaken.
From the 2014 rule book (bold lines are pertinent):

THEMED TEAMS Themed teams are forces of HeroClix characters
in which all characters share at least one common keyword among the keywords listed on their character cards. Keywords are not case sensitive. Bystander tokens can be included in your force although they
do not have keywords, but they are not considered “characters” for the purpose of bonuses or counting characters for qualifications described below. A keyword can either be generic or named. Generic keywords appear on the character card in italics (or appear on the list on page 28). Any keyword that is not a generic keyword is a named keyword. In order
for a force to be considered a themed team, your force must include at least 2 characters and they must have the shared keyword before the beginning of the game. Once a force is considered a themed team, it remains a themed team until the end of the game, even if the characters on your force no longer meet the criteria of a themed team.
What's also important to note, is that once the game begins, if you bring another character(s) into the game that would not share the themed keyword, somehow-- Alpha Primitive, Morph/Promotion, etc.-- the theme bonus remains. Only keyworded characters (if the theme is named) would be able to use TTPC, though.

As has been pointed out you can still make a generic Theme Team. However the generic Theme Team no longer grants Theme Team Probability Control. Which might be what they were refering to.
However a generic theme team still grants the bonus on the initiative roll.
thanks for the clarification, one more question along those lines. Do you get to negate a battlefield condition with a generic theme team?
You do not get to do that with any type of themed team. That bonus was dropped from the most recent rulebook.
It should be noted that people asked if that was intentional, and Mister_Id said he would check on it. He never came back with an answer about whether or not it was intentional. The bottom line, however, is that there is nothing in the rules which states you can do that. (Also, WK will no longer address any issue involving feats or BFCs.)

I haven't thought about this in awhile, but I suppose if they knew they were going to no longer rule on BFCs then it was intentional.
I wonder if Feats and BFCs will just be completely removed from the rulebook with the next update. Kinda silly to list something in the rulebook if you're not going to give rulings on it.

To be honest though, I think they may start thinking about adopting Silver Age as a new standard if they are going to drop Feats and BFC from the rulebook.
