It has to be a relic that can be assigned to a character.
The treadmill occupies a square and can be used from that square. It is never assigned to the character.

Just to clarify things a bit...
There are no relics which cannot be assigned to a character. Being able to be assigned to a character is part of what makes a relic a relic.
I think the confusion here might be the usual mistake of conflating relics with special objects.
All relics are special objects, but not all special objects are relics.
RESOURCES
Resources are HeroClix dials that represent different and unique items from the character’s universe. You may include one resource on your force and must pay any associated costs for including them in your force. The effects of each resource are defined on the resource’s instruction card. When you include a resource on your force, you may not include any special objects on your force. Resources are included in your force’s build total. Although resources may be assigned to a character, it does not change that character’s point value. When assigned to a character, victory points are awarded for the resource in the same way that the character’s victory points are awarded. A resource included in your force can’t be used by an opposing player, even if an assigned character becomes friendly to an opponent’s force during the game

No. There are very, VERY few times when a special object or Relic can be played with a Resource (most of which are if a scenario allows it or a figure can be assigned a Relic before the game that "does not contribute to your force").
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

Why would one even pay the 2 points for that anymore? You can play a standard Ultra Heavy for free!

This is another thing which is easy to be confused.
When the Tank Turret was brand new, it was the only object which did what it does.
The Tank Turret is a special object, with a point cost.
It sees very little use since standard Ultra Heavies became a thing (with CATWS, I believe), but many folks still use the Turret sculpt as their Ultra Heavy (Myself included).

I think this might have been what happened... they didn't allow the "Tank Turret" as a special object, but they allowed an Ultra Heavy and the player used the Turret as a marker because it looked cooler than the flat purple-ringed object. You can't technically pay the 2 points for the Turret, but many judges will allow the object to be used as a standard Ultra Heavy as a proxy.
One of my players likes how the 3D objects look so he has a Mjolnir as a Heavy, a Captain America Shield as a light object (even though it's technically special), and other 3D markers to indicate his objects... he also has a collection of Clix heads in the costume chamber of his Utility Belt. LOL!

You might be thinking of the special object that can be removed from #40 Peanut Cap, but that is a different item

There is also a standard heavy object which is a silver version of the golden sculpt used for the Mjolnir special object.

Wouldn't the gear symbol on their card mark them as special objects, strictly by the rules?
