Just wanted to get some clarifications here, if possible.
First, if you are using the No Tactics Rules:
Part 4: TACTICS
Tactics are optional elements of HeroClix that
you can choose to play in your HeroClix games. Each brings new strategic depth and exciting opportunities to the game, but also additional rules and complexity.
Tactics should be added to your game only when you feel you’ve mastered all other aspects
of the HeroClix rules. Even then, you and those you play with might want to add only one Tactic at a time, learning each in turn. Tactics covered in this section include:
• SpecialObjects • Resources • Feats • BattlefieldConditions • EventDials • BystandersTokens • ThemedTeams
Can you still gain the use of the Sin Relics if using this power?
SINFUL INFLUENCE: When you build your force, you may assign the JLTW #S107 Gluttony relic to a friendly character without the Seven Deadly Sins keyword by paying its cost. This object doesn't count towards your force.
or this:
CONSTRUCT: When building your force, you may attach a construct (Lantern) to this character by paying its point cost. Give this character a power action and replace the construct with any other construct, up to 2 points higher than the original construct. If this character has no action tokens and the new construct is a lower point value than the original construct, this is a free action instead.

A No Tactics event would be a special scenario. As such the correct answer is to ask your judge.
I have seen judges go both ways. The Sin Relics that are brought into the game via their trait do not count toward your force. Some judges allow this trait to be used as to them No Tactics means they cannot be part of your force and the trait side steps that issue. Other judges view No Tactics as meaning you cannot field that element period.
I've also seen judges change what a tactic is to include Constructs, Entities, Word Balloons and ATAs.
So again, this is a scenario so you should ask your judge.

Everything you said rings true, but I always find it odd that it is.
The rulebook defines the core game, and that core game doesn't include tactics. It then goes on to explain tactics as a sort of add-on to the basic game. In other words, by default HeroClix really should be no tactics.
