Say you use pulse wave, energy explosion, multi target, etc, any ability or power that hits more then 1 character... Do you turn it up to two times per hit or it only occurs once per turn?

I hadn't thought of that.
I'd love to think that you could turn it twice for each hit target, but let's get an official ruling. I need to know this as well.

Thats actually a functionally different change, it would let you click the dial during the turn, not just at the end of it. The power is written just fine as is. It does exactly what the wording says it does.

The wording for Supreme Intelligence is neither weird nor open to many interpretations. Your change is a functional one and is kind of bad from a game-design perspective.
Aside: People on these forums seem to use "I was confused by this ruling once that I thought I understood so now every single word on every card is open for interpretation." Stop, that is lazy. The rules are intricate and there are a lot of moving parts but they are not nearly as confusing as people make them out to be if you read the cards and filter that through the rulebook (which everyone should also read.)
