There are 3 Dragons in the Starter?
Are any of them any good?

Do I need the Starter to play?

Yes, there are three dragons in the starter. I quite like the Blue and Red dragons.

Unless you buy the damage deck and movement templates secondhand, you'll likely want the starter.
Well, the ballista has been on many top teams. Vakka (silver dragon) also seems to be the rage right now. I'm sure there will be others along to expound upon their own likes and dislikes.

You need the starter for the movement templates, dice and damage deck. 2/3 of the dragons in the starter are good. After the starter the best expansions to add are the ballista, the silver or white dragon, the wraith. Troops are generally useless.

I'd suggest making sure there is an actual game community in your area before buying anything. The game has totally died in a number of areas. No one plays at all in my area anymore.

As has been stated you should get the ballista (preferebly two!) and the silver dragon. You should also get the Wraith and the frost giant as well as the Shadow Black dragon.

You can skip troops until you've gotten into the game as they involve a whole lot of rules and they can a bit tough to use in a good way. However the first Elemental Evil OP event has some partizipation prizes that do improve troops.

Going to OP—events is really recommended as some of the best upgrades/figures are, currently, only available that way. Or offcourse through "e(xpensive)Bay".
