Just fielding this question in case I'm wrong (which I typically am)...
If you have a 0 range HSS figure and drop a power plant ring on them (say Flame Blast) which gives them 4 range. Does the figure get the half range "2" or the full range "4" since it's coming from a ring?
I assume it's 2 but want to get feedback. Thanks!

Please quote the effects in question. Not only does it help eliminate confusion, but a second reading can often reveal the answer. For reference:
Flame Blast
This character can use Penetrating/Psychic Blast with a minimum range value of 4. If it only targets a single character, it can use Energy Explosion as well.
You get to use P/PB with a minimum range of 4... and you can't use P/PB with HSS. This Ring does not grant you a minimum 4 range for all purposes/effects.
So a character with 0 range will get no benefit from this Ring while it is using HSS.

If you gave a character with HSS the sniper rifle from a battery, you can give them a range of 10, which would then be replaced by half its value, or 5.
Previous to its errata (which stated that it must be the first replacement) assigning this would give a character 10 range with HSS (because you decide the order of replacements, so you would have halved for HSS then replaced for sniper rifle. I hope this explains why this was errataed)
Also, there is a common misconception that minimum value is modifiable/replaceable: It is not. It is only applied if, after all other mods/replacements, the value is still lower (unless a power specifically says otherwise)
