If you are using the round table, then ID cards cannot be added to your force another way.
Also, there is no "best" version of it that will work for every team. Different builds will make better use of some inspirations than others, and vice versa. Some of the best cards to consider using, IMO, are:
Wonder-Man
SHIELD Level 7
Jessica Jones
Rick Jones
US Agent
Venom
Dr. Strange
Hulk
Thor
Captain Marvel
Shang Chi
In short, there are too many options to have any one combination of 6 be "the best." The beauty of this resource is its versatility; try some different builds and combos and see what works best for you and your style of play.
You can't add ID cards throught Jarvis to your force sideline when using the round table because of this

But, you can add them to the resource and pay no cost for the IDs added throught Jarvis

If you use the Avengers round table, you are limited to a max of 6 ID cards, no matter the game point value. If you use the quinjet resource, you have a larger limit; your sideline limit is 3 figures per 100 points of your force, to a max of 15 figures.
Also, you cant use more ID Cards than you have characters on the map at the start of the game. Jarvis and the quinjet count as 3 characters each for this total.
