If you mean a power granted by a trait (e.g., Captain America granting adjacent characters ESD; or Shade FL-059 having Stealth on trait), then you can normally outwit those anyway if Im not mistaken?
Otherwise I would say you cannot outwit a "trait" because according to Outwit, only powers and Combat Abilities can be targeted. I think the intention for Omega Drive is for PC/Q team abilities and defensive powers like Gluttony who say "cannot be countered or ignored."
Relic: 3-6.
When this character uses Outwit, it may target any character within its range regardless of line of fire, and may use its Outwit to counter powers that can't normally be countered.

Example: NFAOS052 Hulk
<star> STRONGEST ONE THERE IS: Hulk can use Super Strength.
Normally, because this is traited Super Strength, you could not counter it.
I would say yes, that's what the Omega Drive is designed for. That and also those "protected" by Q/PC. SEE BELOW

See above. The Omega Drive allows you to counter things that can't normally be powers, like Power Cosmic and Quintessence, or abilities that specifically state that they can't be countered.
Note how it says below "powers that can't normally be countered."

WHOA! Hang on. You mean you CANNOT outwit powers granted by traits?! We have been playing that really wrong at my shop...
We always thought that a power being granted, no matter *how* it is granted, is treated as if it is printed on the dial. Have we got a rule reference for this? That seems kind of nuts...
