Q: Can Echo copy Ant-man's outwit? I would say no because Echo can copy a standard power and it can be argued that Ant-man's brand of outwit makes it a non-standard power... I'm not sure.

It is a special power. Not a standard power, so, no, she cannot. She can only copy powers that appear and have a description of what they do in the PAC.

Yes, she can choose it. Outwit is a standard damage power.

Yup. This is a "Can Use" vs "Possess" thing. Echo's power says "Choose a standard attack or damage power that character can use." Ant-Man's says "Ant-Man can use Outwit, (blah blah blah)." The "can use" matches up on both, so Echo ignores the (blah blah blah) and gets vanilla Outwit.

I guess, she can't copy Irredeemable Liar, which would be the Outwit with restrictions, but she can copy the Outwit embedded in the power.
