PHASING ATTACK: Kitty Pryde can use Phasing/Teleport and Stealth. When she uses Phasing/Teleport, after actions resolve she may make a close attack targeting all characters whose square she moved through. Hit characters are given an action token instead of normal damage.
Straightjacket:

I assume these work together. The question is who gets the Straight Jacket if I hit multiple figures? My choice?
Kitty's power works "instead of normal damage" but the straight jacket makes it an attack that "deals no damage" so there is no normal damage to deal instead of.

That's got nothing to do with it. All the Straightjacket cares about for transferring purposes is if the character was hit.
There is no reason Kitty couldn't use the Straightjacket.
I *THOUGHT* I recalled a WES (old, before the switch to WIN) about Straightjacket and Quake, but I can't find it now. As I recall, the active player (AKA, the guy attacking) would just pick who got the Straightjacket. Assuming I am not imaging things and that ruling does exist, I see no reason why Kitty couldn't also just pick one.

Oh, I thought the initial question was whether they would get a token and the straight jacket. Reading comprehension failure on my part.
In that case I agree with you and I vaguely recall that ruling as well but it appears to have been wiped from the annals of WIN.

That ruling definitely existed at one point, you're not imagining it. By now its likely been rolled into something else on the WIN, but I can't think of any reason it wouldn't stand.
