On the one hand, if they're trying to push the notion that Cap has been in deep cover since the 40's, that's dumb.
On the other hand, if they're saying "Nothing to see here, this is the real deal, pay no attention to the Macguffin in the corner" and it's explained as something Macguffin-related...that's dumb.
Damn, man...they had me with ISIS-level, dirty-bomb-making, grassroots terrorist Hydra. Why go this route?

Any story that involves the Red Skull and a cosmic cube can have some reality-altering shenanigans. The swerve here isn't especially exciting to me, but there could be some story potential in the concept. It'll all depend on how Nick Spencer writes it.
I haven't read it yet (I guess I won't until it rolls around to Marvel Unlimited) and it's only the first issue, but it's hard to see how this can be anything but damaging to Cap in the long run. You don't turn a guy into a Nazi and then just expect the brand to keep on going same same, even if you retcon it or explain it was the cosmic cube or whatever.
You could compare this to how Hank Pym has been defined by his previous actions, or how a lot of people only see Tony Stark as a fascist now. Just a terrible storytelling and editorial choice.
Pretty silly to me. I mean since it's post Secret Wars, doesn't this mean this is the world that Richards created? Doesn't really affect all the stuff Steve did pre-Secret Wars. Could also still be either a ruse/mind control/he's a double agent infiltrating hydra?
