BROOD IMPLANTATION: When an opposing character takes damage from Brood Queen's close attack, give that character an Infected token. Characters with one or more Infected tokens modify their attack and defense values by -1. When a character with an Infected token is KO'd, place a UXM #027 Brood on click #3 in that square
Can a Brood brought in on click 3 be healed to click 1?
No. A character may not heal past its starting line.
Why is that its starting line? Her trait just says to bring it in at click #3, not on its blue starting line. I think you could heal it to click #1, but you also give away 50 points when it's KO'd.

Admittedly it is a little vague, but the fact that we're told to bring it in on a click with a specified point value/starting line makes it seem that was the intent.
It's also been previously ruled that a character cannot heal past a starting line it's been brought in on. It's not in the E and C right now, but I'd be surprised if they let you do it.

Right, but you're not bringing it in on a starting line, you're bringing it in on a specific click number. It's been ruled before that you could heal a replacement character back to click #1 as long as you are using the full point version.

But click 3 is a starting line.

The click # you bring it in on is considered its starting click. It has been ruled that you use the starting line (and point value) associated with whatever click # a piece is brought in on. Also, these Brood are not replacement characters.
As is, there is no specific ruling that covers these, at least that I can find. You're welcome to ask on the WIN, but given all the other rulings concerning these sorts of things, I highly doubt they'll say anything different than normalview has.
The click # you bring it in on is considered its starting click.
Not true. There are some effects which bring in characters on non-starting line clicks. Those character are perfectly okay to heal. For example:
If THERE'S NO END IN SIGHT is used to bring in a Drone on click 3, absolutely nothing prevents you from using that Drone's Regen to heal to click 1. Because click 3 is NOT a starting click.
There is just enough ambiguity here that it wouldn't hurt to ask on WES. I doubt healing is allowed, but I could be wrong. Wouldn't be the first time.

From the E&C:

STARTING CLICK
[C]A character's starting click is the click number they begin the game on.
There is a difference between Starting Click and Starting Line. For those Sentry's, click #3 is their Starting Click. Their Starting Line is still the line before click #1.

I would agree that the blue line heavily implies that (in addition to the way they answered the similar Ultron Sentry question). I asked any way.
Note the Ultron Sentry Question on WES suggests what normalview said...

Click #3 is not a starting line, it is the click number that the character is brought into the game on. A character may heal past a click number it is brought into the game on unless an effect says otherwise.

The term "starting click" isn't new. A units search shows it's been used since Brave and the Bold.
