Is the turtle van legal for the TMNT scenario at Origins?

It states:
Description: Players build a 300-point Teenage Mutant Ninja Turtles Constructed team using only standard objects and game elements from Teenage Mutant Ninja Turtles sets.

But the van and con shredder are con exclusives, so not sure if that qualifies as 'Teenage Mutant Ninja Turtles sets'.

The TMNT con-exs have their own set ID (TP16), just like Marvel and DC pieces each have their own. So, they should be considered their own "set" under that property, so I don't see why they wouldn't be allowed. You're going to have to ask the judge running that specific tournament though, since its a custom scenario.
