A lot of it is stuff they've shared in other formats, but other eyes may notice some subtle differences I haven't (note: they've defined lateness in minutes, which I haven't seen before).
And over time, they may add/change things. So I decided to share with the class.

I noticed that it calls out anyone who drops from a Draft leaves their booster contents to be added to prizing later... i think that's in response to the God Pack questions huh?

Glad this stuff is on the WIN now. None of it looks new (except maybe the the more specific Lateness entry, I think before it was basically "judge's discretion"), it was just in a hard-to-find place, in a document buried on the WizKids site.
Cool, the old HCTR needed a new implementation (if the pdf format was not going to be continued).
Although while some things are hinted, many are not spelled out.
For instance I dont see a firm method for calling time on an event. Furthermore it somewhat suggests that the call of time may be set such that play is continued until the end of the round.
That would give the last player the last action. This has been debated before which method of end of game at time is best.
Note: IceHot is old an still uses words like "cool".

I have to ask, IceHot: are you a 7th Doctor fan, from Doctor Who? The Kangs in "Paradise Towers" use "Ice hot!" to describe something awesome, cool, etc. after the Doctor introduces them to ice cold soda from a drink machine.

Yeah. I think they started it last year because of that Grasshopper thing like you said. I was able to find the link to last year's rules. They look pretty much the same. The lateness thing is there too, so even that's not new.
There really doesn't seem to be any changes from last year that I can tell.
