I will assume that the rule of plus 3 applies to this? Would almost be too harsh if not.

ALSO... would the NFaoS Hulk be able to use this special on himself, as he IS a Friendly character?

Even if this power is lost, friendly characters can remove a Research token from their card to use Outwit until your next turn.

The +1 Range Value portion is subject to the Rule of 3, yes.

Minimum Range (or any other minimum/maximum) is not a combat value, and is not subject to the Rule of 3. So, with enough figures with the ATA, it is possible to bump the minimum over what your range +3 would normally be.
