ASKING QUESTIONS: The Question does not possess the Police team ability. At the beginning of your turn, the Question can use Smoke Cloud as a free action, but can only place 1 hindering terrain marker.
My question here is when does the turn start? Let's say they use a free action like Perplex or the GCPD which allows a free move action. Can they use say Perplex twice and free move a charter via GCPD and then use The Question's Smoke Cloud? I was under the impression that the first free action starts the turn, meaning after the first use of Perplex the turn has begun and that would be when the Question would have to use her Smoke Cloud. Simply put can you do as many free actions as you want in whatever order you want and it is all considered the beginning of the turn?

Yes you can.
Sidestep -> Outwit -> Poison is a great example.
There are even non-free actions in the mix, too.
You could give a power action to call in a character from an ID card and then Sidestep -> Outwit -> Poison and then use Question's effect.
This applies to all effects stating that they occur during the beginning of the turn, not just actions. You can resolve them in any order you choose.
The beginning of the turn ends when you give the first non-free action which doesn't specify it can be used during the beginning of turn.
Note: The same is true for the end of turn, too, with the caveat that you cannot give any actions after clearing tokens.
