I recently started playing again after two years and my local judge told me if I wanted to carry a character out of melee combat that they had to make a break away roll. Is this true because it was not the case when I played two years ago.
Just to clarify I'm using a character NOT locked in melee combat to carry a friendly character who was adjacent to an enemy.
Under the normal rules no. A carried character is placed. And placing is not moving. And only characters that attempts to move have to roll break away.
Carry:

When moving as a result of being given an action, this character may carry one friendly character. When this ability is used, modify this character’s speed value by –2 until the end of the action. The following characters can’t be carried: larger characters, multi-based characters, characters holding an object, and characters with any of the following combat symbols: , , , , . To be carried, the friendly character must be adjacent to this character at the beginning of this character’s action. When this character ends its movement for the action, the carried character must be placed in a square adjacent to this character. While being carried, a carried character is not adjacent to any other character, nor can it draw a line of fire until placed at the end of this character’s movement for the action. A character which has been carried this turn can’t be given an action (other than a free action) until the beginning of the next turn.

Some game effects instruct you to “place” your character. When a character is placed, it is not moving. It does not need to break away, and it ignores all characters and game effects between its starting square and the square in which it is being placed.

That makes me sad. If you are judging other players, you have to read and know the rules. Hopefully, when the new rules come out there will be a renewed interest, and people will read them again. I read cover to cover, and I try to re-read couple times a year. Its tough to when I know a new rules book is coming.
Summary: Carrying is placing, not moving. This means that they do not have to breakaway as breakaway,generally, only comes up when moving.
They other key element which many people overlook is that breakaway is needed when TWO conditions are met: movement AND an action is given to the character moving.
There are very few examples of movement without actions. I can only think of two off of the top of my head, but I think there are a couple more.
Note that this just says to move them. It doesn't say that Robin is given a free action or anything in order to move. As Robin isn't given an action, he does not roll to break away. (You can't even choose to roll for it even if you wanted to do so...like if you put Shake-Off or something on him.)
Note that Batman IS given an action...the free action of Smoke Cloud. As nothing in the text makes the movement happen outside of that action, then he would have to roll.
This one is more straight forward. He just moves. There's no action, so there's is no break away roll.

Underline: Yeah...that's not going to happen, unfortunately.
Italics: Getting people to read it once is like pulling teeth. You'd have a better chance of catching a fart and painting it green than you would have of getting people to read the rules a second time.
