GRAPPLE GUN ATTACK: When Batman makes a ranged combat attack and hits exactly 2 characters, after actions resolve you may place one hit character adjacent to the other. The character being placed can't be of a larger size than the other hit character.
Can he target a friendly character along with an opposing character
an then place the opposing next to the other guy?

He cannot. The rules state that you cannot target your own guys unless specifically noted. Nothing here specifically notes that or provides any way to bypass the rule.

This is all correct. My addition is in no way a counter or argument to this correct statement.
If you can get him Pulse Wave and set it up so you are targetting one friendly and one opposing, you could achieve the desired effect.
At the cost of damage to a friendly.

I've loved this discussion - seeing how a "no" has evolved into a "hey, that's a great combo, I may actually want to try that".
Very good/creative thinking. Will be spreading rep
Well, I wouldn't call it an evolution. The answer is still no. There's a corner case which gets around it. EE and some other things would also serve the same purpose (except that with EE you are already adjacent), but it's a bit misleading to say it evolved from being a no. It is still a no. Exceptions don't really change that. But you are more than welcome to spread for us.
I'll never actually do it as I don't own all of those figures, but ... it's an interesting intellectual exercise. I have the Batman, not the "target" you suggested.
