You guys misunderstood how Bebop and Rocksteady work. Bebop gives Enhancement to Rocksteady and Shredder because he's the ranged guy and they could both use it on him, and the same is true of Rocksteady letting the two Empower him, so their Traits actually are worded correctly. The idea is that if Bebop, Rocksteady, and Shredder are all adjacent, Bebop and Rocksteady both get +2 damage, which would start them at a 5.
