If Iceman targets 2 character, would each character receive an action token from Icy Fate's effect?

Yes. If both characters are hit you can give both an action token

If he hits them both, then yes.

Just remember his Icy Fate Special doesn't trigger off the "given" close combat attack from the Frozen Solid Trait. And if the opponent already has two action tokens I don't believe you can add any more or due damage like incapacitate. Otherwise, give an action token to any hit opposing character while on click 1-4, while still doing normal damage.

I haven't looked too much at this figure seeing as I don't even know anybody who owns it so I doubt I'd have caught that ruling, thanks for bringing it to my attention.
