Can you use the carry abilltiy to carry turtle and when you do, is his ability "slowness as a way of life" still activ while another character carry him?
I mean when flash carried turtle more than 5 squares, get flash a second action token?

When a character is carried it is still considered on the map. Just not in any specific square. So "Slowness as a Way of Life" would still be in effect.

That is correct, but the rest of the clarification reads:

how does the bolded part now interact with Turtle? It would seem that his trait is an effect.
Yea, but the effect requires another action for it to take effect: A character's movement > 5 steps.
I am probably confused as to the always on aspect of the trait, but I do think you are probably right.
Okay, I'll use what you're saying. You say that it (Turtle's Effect) requires another action, specifically the action of a character's movement. The moving character is not being carried and therefore is subject to the effect of the trait.
