Ok so last night in a game we had an argument over when/if blocking terrain could be targeted from other elevations. The character in question was 2 squares back from the edge of a 2nd level of elevation (IE not on the ledge, therefore not able to target standard characters on elevation 1), and he wanted to blow up blocking terrain that was on the 1st level. Now this current instance was indoors, and so I ruled that since indoor blocking is tall enough to block line of fire to a giant, who COULD be targeted in that instance, that the blocking terrain could ALSO be targeted purely logically. However after several hours (minutes... ok seconds i'm lazy) of searching for an answer i was unable to find one.

SO my question to you fine people; At what elevation differences are you able to target blocking terrain on a different elevation? Does indoor/outdoor make a difference? Thanks!

To verify the situation:

2 2 2 1 1 1 2 2 2
2 C 2 1 B 1 2 A 2
2 2 2 1 1 1 2 2 2

A is a character on elevated level 2.
B is a square of blocking terrain on level 1.
C is a character on elevated level 2.

Line of fire from A to C is blocked on an indoor map.

Line of fire from A to C is clear on an outdoor map.

The terrain "exists" on level 1 - you have to draw line of fire to the square on level 1 to destroy it.

You're right about it being confusing that on indoor maps only, it blocks LoF from level 2 but can't be destroyed from the same square.
