Well either
A) He's wrong
-or-
B) There was some other reason you couldn't make a ranged attack on that figure that he didn't adequately explain. There are always all sorts of exceptions and special powers

Getting taught by another player without reading the rulebook is like playing telephone; there's always going to be some details lost or screwed up in translation. Especially if the player teaching you learned that way themselves
Once you've finished reading that whole thing, please come back and ask again if you still don't understand.
And before it comes up, yes I know that the rules are changing in a few months, but until then we have the current rules as they are and unless the OP wants to wait to play until the new rules come out, it wouldn't hurt for him to learn how to play the current game as is.

No. You cannot make ranged combat attacks while being adjacent to an opposing character.
But there are ofcourse exceptions to that rule. Either via the improved targeting symbol with two circles with an arrow through them (check the Powers and Abilities card) or by something specifically saying that the character to do that. E.g. See the wording on Pulse Wave.
Assume 1 is the opp char
4 can not fire int the fight if all are on equal footing b/c 2 blocks LOF. Or has our entire group been playing wrong for 4 years
