In what sense? Punisher ignores elevated terrain on movement.

to be fair as I remember it from the comic he used the wings more as gliding I don't remember him taking off from the ground and going upward. But regardless, he Ignores elevation.

It looked like Peter the Hunter's throne was made from Doc Ock's arms and the Green Goblin's glider. That sculpt is the truth.
