No, he is only allowed to choose once per turn, but, because of the wording, he can say, choose Running shot/Pulsewave turn 1, use it, then use those same powers again on turn 2, then choose 2 completely different powers on turn 2

Whoa, totally cool set-up:
- Turn 1: choose RS/PW
- Turn 2: get TK'ed forward, blast the carp out of someone, then choose ESD+CR / Stealth+Shape Change / etc for the expected retaliation...

Or, when he has two action tokens, choose things like Outwit, Perples, or Prob, have him assist his teammates, then Clear Tokens.
Next turn, use Outwit/Perplex/Prob, help out his teammates with the powers he still has, then Free Action and choose a few offensive Powers to attack with himself.
The UNTIL part gives a lot of nice options for this piece.

yes he can, but you can only use one of the powers at a time. so if he is top dial, with invincible, and you choose impervious, only one can be used. it would be your choice of course, so it could be beneficial
