So at NH States today, my opponent, who only had one map listed on his build sheet, opted instead to use the "table map" the judge placed at our table (there was one at each table). This particular map was really, really bad for team, about I appealed based on this:

The judge said that Table maps are an established ROC rule, but I don't see where.
(Yes, judge's is word is final, and he is a great and fair judge, based on this and past events, but I want to hear from others for events going forward)

No, it is a ROC question. ROC formats and what they do or don't do at their tournaments is ROC business.
The rule book, PAC, WIN rulings, WK tournament guides, or any other official document you care to name won't tell us anything about how ROC does its thing.

This is not at all a HeroClix rules question. There are no rules covering this in the official HeroClix rules. This is a question specifically about ROC rules, which has next to nothing to do with the actual rules of the game. No one outside of the people who make the ROC rules can give you any answer that actually matters.
Official Wizkids Tournaments such as wko's require players to use maps from the official Wizkids Modern Age maplist. In that case if a venue placed one of those maps on the table or for that matter made legal maps accessible to players from the Modern Age Map list then that would be legal for that tournament. Worlds and I believe Nationals also takes it a step further and requires the player to list 3 maps as part of their team build. So in that case the map played must be one of those maps listed on the players team build.
ROC tournaments require each player to list up to 3 maps in his build sheet. These maps must come from th OFficial Wizkids map list or be a ROC map or be a Grid Reality map. The only way a map could be played that was provided by the venue is for that map to be legal and for that map to be listed on the players build sheet. I have seen players show up with no maps. In that case he may borrow a legal map prior to the tournament starting and list it on his sheet otherwise he at the mercy of his opponent and map choice would default to his opponent.
If I had a sitiuation where I had two opponents that did not bring maps I would warn them that this is part of Roc tournament play and in the future that they must bring maps. I would then let them borrow a legal map for that game and that game only. Afterward they would be subject to what I mentioned before.
Thanks for the response Howard. In this case, my opppnent had one map on his build and picked the "table map" solely because it hurt me. It was not on his sheet at all.
